BY LAWS
OF
NARRAGANSETT BOW HUNTERS
ARTICLE 1 – MEMBERSHIP
1. Membership
shall be granted to anyone who is:
A.
Of good moral character and sportsmanship.
B.
Willing to abide by the constitution and by-laws and club rules of the
Narragansett Bow Hunters.
C.
Fully aware that their membership will be revoked by being in arrears of
any dues or by any acts detrimental to the interests of the club.
D.
Fully aware that no firearms shall be permitted on or about the course
at any time and there is absolutely no hunting of any kind on any club
property. This is to keep the grounds safe for all members and their
guests.
2. Membership dues
shall be due and payable on May 1st of each year.
3. Any member over thirty (30) days delinquent in payment of
dues shall not be eligible to participate in any of the club activities
or receive any club trophies or awards, and shall have their membership
suspended. Reinstatement shall be made upon receipt of a new application
for membership together with dues currently in affect at the time of
reinstatement.
4.
An application for membership must be accompanied by the payment
of dues at the time of acceptance, only at a regular monthly membership
meeting:
A. A
person need not be present for acceptance into the club if the executive
committee deems it a hardship for the person to attend, such as a second
shift employee.
B. If
the applicant cannot be present at the meeting his/her sponsor must be
at the meeting to vouch for their character.
C. New
members are on a one (1) year probation. Memberships that choose to do
sixteen (16) hours of work will receive a $50.00 discount on the
following year's membership dues. Those that do not, will receive a
$25.00 surcharge on the following years membership dues.
5. Classes of
membership
A. Active
- Active membership shall consist of:
1.
Family- Family membership shall consist of husband, wife and all
children under eighteen (18) years of age, except a full time student of
an accredited college, up to the age of twenty-two (22). A family
membership will have only one vote per family.
2.
Individual- Individual membership shall be granted to all individuals
eighteen (18) years of age or older.
3.
Honorary member - Qualifications and benefits as follows:
a. Minimum of sixty-five
(65) years old.
b. Minimum of fifteen
(15) years in the club.
c. Minimum of one (1)
year as a club officer.
d.
Previous and current active member in good standing who has made
significant contributions to the welfare of the club.
e. Must
be nominated and approved by majority vote at the annual October
meeting.
f. Honorary members will
receive a remission of dues for life.
4.
Junior - Junior membership shall be granted to all persons between the
ages of sixteen (16) and eighteen (18) years of age providing:
a. They
submit written consent of a parent of guardian.
b. They
understand they do not have voting privileges.
5. Senior -
Qualifications and benefits as follows:
a. Must be sixty eight
(68) years old.
b. Must
have been either a Family membership or Individual membership for a
minimum of one year.
c. Annual dues will be
reduced to the amount of $20.
6. Membership dues shall be determined by a two-thirds (2/3)
majority vote of the members at the annual meeting. Applicants joining
after May 1st shall pay per the established pro rated dues schedule.
7. All membership applications shall be proposed by a member in
good standing who knows the person seeking membership and can give a
favorable character reference.
8. All members using club equipment or facilities may do so at
their own risk and will be held accountable for same. No equipment shall
be removed from the club grounds without the approval of a member of the
Executive Committee. Defacing of club property, or willful failure to
protect Club assets, or performing unsafe acts will be considered
grounds for review by the Executive Committee.
ARTICLE 2A. - OFFICERS DUTIES.
1. President - the president shall preside at all regular,
special and executive committee meetings, shall be a member ex-officio
of all committees except the nominating and auditing committees. Call
all special meetings when necessary, appoint all committees and
committee chairmen and shall perform such other duties as may be
prescribed to him by the by-laws or assigned him by the club. Free
membership while in office.
2. Vice-President - The vice-president shall act as aide to the
president and shall assume his duties in the event of his absence or his
inability to serve, (such inability to be decided by a two-thirds (2/3)
vote of the executive committee). Free membership while in office.
3. Secretary - The secretary shall keep an accurate record of
all meetings of the club and the executive committee and shall perform
other duties as may be designated to him. He will be responsible for
notifying members and other interested parties, as to meetings,
tournaments and other club activities. It shall be the responsibility of
the secretary to accurately maintain all active and inactive membership
records, send election ballots, annual dues notices to the membership
and make readily available application forms, etc. to any potential
members. Free membership while in office.
4. Treasurer - The treasurer shall receive and have sole custody
of the monies of the Narragansett Bow Hunters. Deposit all money in the
name of Narragansett Bow Hunters and make disbursements only when
authorized by the executive committee at a regular executive meeting or
by members at a regular or special meeting. Said disbursements shall be
made by check only. He shall keep permanent and accurate records of all
transactions, present a monthly report of these at each regular meeting
of the club and at other times when requested by the executive
committee. He shall make a full report at the annual meeting. He will on
request of the executive committee or upon demand by the members of the
general meeting, present his books for audit. Taxes, insurance and
utilities will be paid by the treasurer when due. Treasurer will also
pay any other bill up to $200. per month. All other payments will be
voted on at a regular monthly meeting as needed, upon presentation of
all itemized bills. Free membership while in office.
ARTICLE
2B - The President, Vice-President, Secretary and Treasurer shall serve
for the period of one year and must be re-elected annually at the
October annual meeting.
The three (3) at-large
executive committee members will serve for a period of three years (on a
rotating basis) and must be re-elected at the end of this/her term, at
the October annual meeting. Free membership while in office.
ARTICLE
2C - Eligibility - Any member who has been a member "in good standing"
for a minimum of one year shall be eligible to serve as an officer of
the club.
Any officer who abdicates
his/her officer position during their term, for any reason other than
hardship or illness, shall NOT be eligible to assume another position or
run for elected office for the period of one year.
ARTICLE 3 - DUTIES OF THE EXECUTIVE COMMITTEE
1. Transact business referred to it at any general or special
meeting.
2. Appoint a replacement for any resigned officer with the
exception of the president, which office is automatically filled by the
vice-president.
3. If any of the three (3) at-large executive committee posts is
vacated, this position will be filled by a majority vote of the members
at a regular or special meeting.
4. Any additional duties assigned by the president when
necessary.
5. All officers and executive committee must attend seventy-five
percent (75%) of all meeting or be subject to removal by the president.
6. Executive committee will be the first party to hear any cases
regarding specific club members, with regards to continued membership,
if a situation arises where an individual's acts or alleged lack of
responsible action is questioned by any member of the executive
committee. Said committee shall hear all arguments in the case and make
a recommendation at the following general meeting. Two-thirds (2/3) of
the members present at that general meeting must vote affirmatively on
the recommendation regarding any membership revocation.
ARTICLE 4 - MEETINGS
1. The regular monthly meeting of the Narragansett Bow Hunters
will be held on the second Tuesday of every month. The annual meeting
will be held in October. A ten percent (10%) voting membership will
constitute a quorum of any general or special meeting, meetings of the
executive committee shall be held monthly, with four (4) members
constituting a quorum.
ARTICLE 5 - COMMITTEES
1. Nominating Committee - This committee shall be made up of at
least three (3) members, elected at the regular meeting in August. Its
duty shall be to select one nominee for each of the offices, (president,
vice-president, secretary and treasurer), and also the one 0) at-large
committee 'post. Its report shall be presented at the regular meeting in
September. No member may be placed in nomination, or any office, whether
by the committee or from the floor, without having previously consented
to serve if elected, nominations from the floor will be accepted at the
September meeting and ballots sent by the secretary to each member,
following that meeting, to be returned and counted at the annual meeting
in October, when the new officers will take office.
2. All committees shall be formed and directed by the president
of the club, with the agreement of the executive committee. All
committees are required to receive approval by the executive committee,
for all expenditures, before making said expenditures.
ARTICLE 6 - BY-LAW CHANGES
1. By-laws changes must be submitted in writing at any monthly
meeting. They will not be voted upon until the annual meeting. Prior
thirty (30) day written notice of these proposed changes must be sent to
all club members before the annual meeting. This will be the
responsibility of the executive committee.
ARTICLE 7 - ASSESSMENT
1. All members will be assessed, as needed, monies and or work
whenever necessary for the good and welfare of the Narragansett Bow
Hunters. Money assessments due to lack of all monies to maintain
operation of Narragansett Bow Hunters will be done in the following
manner:
A. All
members will be notified, in writing, thirty (30) days in advance of the
date which the vote is to occur.
B. The
assessment will become effective by a majority vote of the members
present at the regular meeting.
C.
Work assessment will be assessed to all members as needed at any time
during the year.
ARTICLE 8
1. By-laws take precedence over club rules and neither rules nor
by-laws should conflict with the constitution. Neither the by-laws or
club rules shall conflict with the constitution.
ARTICLE 9
2. General club rules may be changed at any monthly meeting by a
two thirds (2/3) majority vote of those present. General club rules
should be reviewed yearly.
ARTICLE 10 - LEAGUES
1.
Any member in good standing may request to run a league using
the club facilities based on the following criteria.
A. The
league must promote the sport of archery and benefit the club and its
members. No league shall be conducted for self-profit.
B. All
requests to conduct a league must be submitted in writing, on the
prescribed form, to the Executive Committee. They, in turn, will review
the application and grant the approval or disapproval of the applicant.
C. If
approved, all league Captains will report all monies taken in by the
league, along with a report of how many shooters participated at each
session. All the money collected by the league will be turned in at the
regular monthly club meeting.
D. The
league fees will be set by the Executive Committee.
E. Any
request for additional expenditures for awards or banquet must be made
to the Executive Committee for review and acceptance at the time of
application.
F. The
individual requesting permission and receipt of permission to run a
league shall be deemed the league Captain. The league Captain, or a
designated representative, will be responsible for the actions of the
participants. Any disputes will be resolved by the league Captain, or
designate. If a dispute cannot be resolved in this manner, the Executive
Committee will make the final decision on behalf of the club.
ARTICLE II-SHOOTING EQUIPMENT
1.
Except during RI state sponsored proficiency testing, the use or
possession of cross bows on Narragansett Bow Hunters property is
prohibited.
